"Having never been through a hurricane event previously and having no experience in establishing a protocol for addressing the debris removal, Mr. Potts was the only contractor that took the time to be present (a 5 day process) and diligent in helping Liberty County establish a fair and impartial method of choosing a debris contractor.
Mr. Potts assisted in defining line items of his contract, helped prepare spreadsheets and a methodology of interviewing contractors to determine apples to apples, so to speak. He is well versed in FEMA rules and gave insight to Liberty County in establishing their methods of verification and re-imbursement so that nothing was put into place contrary to their rules and regulations. He gave Monitor classes (at no cost to the county) to insure FEMA rules and guidelines were passed on to our inspectors. He willingly spent many long hours assisting the county, answering questions, helped formulate debris estimates based on his observations and overview of the damaged area (which were very accurate) he inspected on his own.
Out of over a dozen contractors interested in bidding, Michael's Tree Services was low bidder overall. He expeditiously formulated a very qualified work force which hit the ground running immediately after issuance of his contract and completed the area assigned to his company weeks before any of the other contractors in surrounding precincts.
